Its actually Scams seeking money from you and its useless.I will be sharing with you powerful techniques which can drastically increase your torrent download speeds....

Tweaking the connection limit & uTorrent

Tweaking the connection limit

Windows has a connection limit which badly affects torrent download speeds.This is so it prevents malware from spreading its seeds rapidly all around the network. (If you protect your computer properly with a good antivirus & Antispyware this shouldn’t be a problem.)
(This will only work on Microsoft Windows XP Home/Professional and 
Microsoft Windows 2000 Professional

Step 1: Download Orbit Downloader here.(Download)
Step 2: Install it. 
Step 3: Open it up. 
Step 4: Select Tools>Preferences>Others and 
press "Increase connection limit for Windows XPsp2"
Step 5:On the new screen you can see info about current limits,below
info there box in which you can enter new value.
Step 6:Enter new value of "2048"[This is the Maximum Connection Limit for XP]
Step 7:Hit apply & follow the help

Tweaking UTorrent

Now Go To Options>Preferences>Advanced in utorrent, and Set 
“net.max_halfopen” to 2048.[It would be 8 as default in utorrent]
Hit Ok


Tweaking Reserve Brandwidth

Now
START - RUN

On Run dialog box enter "gpedit.msc"

A new window(Group Policy) will open up,on it
select  Administrative Templates > Network > Qos Packet Scheduler

On the Right - SETTINGS there is "limit reserve Brandwidth"

Double click - Enable it and change Brandwidth limit [%] to 0

Now this has been done, so you can use the 100% of you brandwith.As default Windows
limits 20% of its brandwidth for windows services.

Mozilla Firefox Tweak

PLEASE NOTE: Only works for Mozilla Firefox
1) Open Mozilla Firefox.

2) In addreas bar type: "about:config"

3)Look for were it says "network.http.pipelining" to TRUE
(Double Click it until it says TRUE)

4)Look for "network.http.proxy.pipelining" to TRUE
(Same way as stated above)

5) Now. Right-Click Anywere then click "Create New" Then "Integer". Name it "nglayout.initialpaint.delay"
Then Click Ok,then put the number "0" (Zero) in the next box

6) Click OK,

7) Restart Firefox.

8) Feel The Difference in Speed

To get the maximum speeds we should tweak windows registry. Don't worry if you are not a techie, we will use a
software for that:-

Software to Help Boost Your P2P Download Speeds

Cablenut is a freeware(Download)unrar it & install it after installing it install the Cablenut_Update. 
Cablenut_Update creates a folder in which you can find Optimal type of registry setting for your internet connection.
                                                                       

In utorrent do all of this:

Step 1: Set your “Global Maximum Number of Connections” to 130. 
(For 256K connections) Setting this number to low will limit your 
speeds, and setting it too high will cause too much bandwidth to be 
used, and can cause slowdowns. 
 
Step 2: Set “Maximum Number of Connected Peers per Torrent” to 70. 
(For 256K connections) If you see that the peers connected to a 
specific torrent are exactly that number, or very close, then increase 
this number to improve seeds. 

Step 3: Set “Number of Uploaded Slots Per Torrent” to 3. (for 256K 
connections) This depends how much you want to upload to other 
users. If set too low it may affect download speeds. 
 
Step 4: Check “Use additional upload slots if upload speed <90%” 
 
Step 5: In Options>Preferences>Queuing, Set “Maximum Number of 
Active Torrents” to 2 (for 256K connections) 
 
Step 6: Set “Maximum Number of Active Downloads” to 1 (for 256K 
Connections). [If you download more than one torrent at a time you 
will experience slow speeds. It is best to download one file, and then 
download one after.] 
 
Step 7: In Options>Preferences>BitTorrent, Check “Enable DHT 
Network” (This is recommended to be checked to improve speeds. 
More people will be available for sharing if it is checked. 
 
Step 8: Check “Enable DHT for New Torrents”  


Step 9: Check “Enable Peer Exchange” 
 
Step 10: Check “Enable Scrapping” 
 
Step 11: Under Options>Preferences>Downloads, Check “Pre-Allocate 
All Files” 
 
Step 12: Under Options>Preferences>Downloads, Uncheck “Append .!
ut to Incomplete Files” 

And keep seeding,your upload speeds have increased too...
